New Street Works Waste Protocols – Are You Ready for 1st October?

Attention Utility Companies – from 1st October 2025, the way you manage excavation waste is changing.

The Street Works UK (Material Classification Protocol) will come into force, replacing RPS298 and RPS299. This marks a significant shift in how waste soils from road and street excavations are classified and reported.

And here’s the important bit: there is no grace period. From day one, compliance will be mandatory.

What’s Changing?

Under the new protocol:

At least 1% of all excavations must be chemically tested.

>70% accuracy will be required between site assessments and laboratory testing.

All laboratory results must be reported against WM3 waste classification criteria.

Results must be submitted to Street Manager and Street Works UK.

Failure to comply will mean costly delays, rejected permits, and possible enforcement action from the Environment Agency.
